In a precedent-setting initiative, the Victorian State Government (Australia) included a mandatory public tenant employment clause in its April 2003 bid request for the "Cleaning, Grounds, Garden Maintenance and Waste Management Contract" at the Collingwood and Atherton Gardens Public Housing Estates, Melbourne. The clause specified that the successful contractor would be required to draw a minimum of 25% of its workers from residents of the subject public housing development in the first three months, and 35% within a twelve month period.
This is the story of how GJK Facility Services, the Brotherhood of St. Laurence and the Victorian State Government collaborated to design an approach that resulted in commercial success and transformed the living conditions and employment prospects of hundreds of chronically unemployed public housing tenants. Prior to this initiative, the housing development had a 40% vacancy rate; today, occupancy is 100% with a waiting list, saving the Victorian taxpayers hundreds of thousands of dollars per year.
